Devon Smith, the receiver who was kicked off Penn State's football team earlier this year, has decided to transfer to Marshall where he will be eligible to play right away.
Smith is a speedster who lacks size but could wind up making an impact in the return game and possibly as a vertical threat opposite Aaron Dobson.
